Katherine Michelmore to help new journal bring timely research to real-world policy decisions

October 23, 2026

Ford School scholar joins the inaugural editorial team of APPAM's Journal of Policy Implementation & Evaluation, launching in summer 2027.

Katherine Michelmore, professor at the University of Michigan's Gerald R. Ford School of Public Policy, has been named to the inaugural editorial team of the Journal of Policy Implementation & Evaluation (JPIE), a new publication from the Association for Public Policy Analysis and Management (APPAM).

Expected to launch in summer 2027, JPIE will publish short-form, peer-reviewed research on policy design, implementation, and evaluation. By emphasizing shorter articles, timely publication, and clear summaries of policy implications, the journal aims to make rigorous evidence more accessible and useful to policymakers, practitioners, and the broader policy implementation and evaluation communities.

In announcing the editorial team, APPAM President Kosali Simon emphasized the journal's potential impact. "JPIE creates a new opportunity to put evidence into the hands of those shaping and implementing policy, advancing APPAM's commitment to research that makes a meaningful difference in people's lives," Simon said.

Michelmore brings to the journal extensive expertise in tax policy, social welfare programs, education policy, and child and family well-being. Her scholarship has advanced understanding of the Earned Income Tax Credit, the Child Tax Credit, financial aid, and free school meals—issues that illustrate the importance of connecting careful evaluation with real-world policy decisions.

Her research on the HAIL Scholarship, a University of Michigan initiative that increased college access for students from low-income households, has informed policy design in Michigan and beyond.

At the Ford School, she teaches social welfare policy and program evaluation, helping students understand both the substance of public programs and the methods used to assess their effectiveness. Her courses prepare future policy professionals to examine whether programs achieve their intended goals, identify opportunities for improvement, and translate evidence into better policy.

Michelmore has published in leading journals including Fiscal Studies, the Journal of Population Economics, American Economic Review: Insights, the American Economic Review, Demography, and the Journal of Labor Economics. APPAM recognized Michelmore with its 2024 David N. Kershaw Award and Prize, which honors distinguished contributions to public policy analysis and management by scholars under age 40. She has also been inducted to the National Academy of Social Insurance.

Michelmore joins Seth Freedman and Coady Wing of Indiana University's O'Neill School of Public and Environmental Affairs; Tony LoSasso of the University of Wisconsin–Madison's La Follette School of Public Affairs; Travis St. Clair of New York University's Wagner School of Public Service; and Katie Vinopal of The Ohio State University's John Glenn College of Public Affairs.

Published online by Sage, JPIE will release quarterly issues under a hybrid publication model that includes both subscription-based and open-access articles. For submission guidelines and updates on the journal's summer 2027 launch, visit the APPAM website.
